Known as the Guardian of the Commandments, the Justina Council Saints are responsible for ensuring the commandments agreed upon by the First Council were upheld. Promises require punishments for those that break them; otherwise, there will be no incentive for someone to keep them, and the Justina Council Saints bore that responsibility. Unfortunately, they have been gone for hundreds of years. They only returned through the power of Mimesis.
