The Hyakkaryouran Conflict Resolution Council (百花繚乱紛争調停委員会 ) is one of the clubs in Hyakkiyako Alliance Academy.

General Information[]
When it comes to conflicts at Hyakkiyako, there's two clubs the students turn to: the Yin-Yang Club and the Hyakkaryouran Conflict Resolution Council. Unlike the bureaucratic Yin-Yang Club, Hyakkaryouran has proven itself to be far more reliable in resolving matters, and a majority of cases are handled by the council. The club itself serves a similar role to the disciplinary clubs of other schools, but takes after its origins by primarily resolving conflicts through the mediation of both parties.
Leadership in Hyakkaryouran is determined primarily by strength, with an old tradition that required the successor to defeat the leader in a battle for succession. Those who take on the position as the club's leader are recognized by the Great Prophet Kuzunoha as such and carry with them the "proof" of leadership, which comes in the form of an old rifle named the Hyakuren (百蓮 ) (lit. "Hundred Lotuses") that possesses the ability to suppress ghosts or, more specifically, ghost stories (怪談 ).
History[]
According to a passage in a tale with broad and uncertain contents, the club was said to have been established by the Great Prophet Kuzunoha during the time of the warring districts as a means of mediating conflicts between the factions. Although the Great Prophet is treated as nothing more than an urban legend in modern Hyakkiyako, the presidents of the Hyakkaryouran claim to be able to communicate with her.
Some time before Sensei's arrival in Kivotos, the club's chairwoman, Ayame, was taken into the Twilight (黄昏 ) by the president of the Nature's Beauty Club, Kokuriko, using the power of the One Hundred Ghost Stories (百物語 ) and disappeared.
Story[]
During the events of Cherry Blossom Festival, every member of Hyakkaryouran was inconveniently absent, leaving Shizuko to turn to the Yin-Yang Club for help instead. It's later revealed that the club is at risk of disbandment due to the disappearance of the club's president and vice-president, whose absence has caused the club to become dysfunctional and its members to lose morale—even to the point of considering quitting.
In the Final Volume, the Ninjutsu Research Department is tasked with searching for the chair of the club, due to her ability to communicate with Kuzunoha. According to Niya's research, the place where the chairwoman would communicate with Kuzunoha is at the Twilight Temple (黄昏の寺院 ), located in Hyakkiyako's Great Snowfield. However, upon arrival, they coincidentally meet the vice-chair Nagusa, who communicates to them that the temple was destroyed long ago and its remains have long since been buried under the snow. While their request to meet the chair could not be accepted, due to their task by SCHALE, Nagusa hands over a scroll from the chair, Ayame. This scroll is later revealed to be a message from the Great Prophet herself. Other than Nagusa, no other Hyakkaryouran members were shown taking part in the events of the story, and it was later made known that they are ordered to not take part considering their current state.
The state of Hyakkaryouran was only made clear in the Hyakka Ryōran volume, where a formal dissolution order was sent by Nagusa after her return. It was said that during the period when Nagusa and Ayame were absent, the members have been greatly reduced. Remaining members decided to move on after received the order, such as Renge participating in various clubs to "find her own youth". But as the news reached Yukari, she decided to take matters on her hands where she started her own succession challenge to Nagusa and other high ups in order to restore Hyakkaryouran. However as her bid to defeat Kikyou and Renge was crushed badly, Yukari gives up on reviving it.
As events in Hyakkiyako Lantern Festival unfolds which put Hyakkiyako in terror and Yukari's life in danger, Kikyou, Renge and Nagusa reunited to keep the school out from Nature's Beauty Club and save Yukari whose life is threatened by Yabuki Shuro's deceiving of the situation. During their confrontation, Nagusa declared herself as the acting president of Hyakkaryouran and assumed her leadership mark of the club once again. After the events, Hyakkaryouran is back active, although their dissolution status is only put on-hold instead of cancelled due to their current state.

- "Hyakka-ryōran" is a Japanese phrase that literally means "hundred flowers blooming in profusion." The phrase has multiple meanings, with the closest to the literal definition meaning "a wide variety of flowers blooming." Other definitions include "a gathering of talented individuals", "the simultaneous emergence of many talents and achievements", and "a gathering of beautiful women (flowers)."
- This club was referred to as Firebloom Conflict Resolution Council in the Japanese version of 2 Days Left screen of in-game 3rd Anniversary countdown,
- They are the only organization in Kivotos that uses only one model of firearm for all of its members which is the Type 38 Arisaka Rifle.
- With the exception of Kosaka Wakamo, the members of the Hyakkaryouran are also the only ones shown thus far in Hyakkiyako to use rifles.
- Lotuses are often associated with purity, divinity, and the ability to overcome adversary.
- As of June 2024, all playable members have Sonic attack with Heavy armor and good Urban compatibility.
